President Vladimir V. Putin of Russia is about to institute a rare tax increase on corporations and high earners, a move that reflects both the burgeoning costs of his war in Ukraine and the firm control he has over the Russian elite as he embarks on a fifth term in office. Financial technocrats in Mr. Putin’s government are searching for new ways to fund not just an expensive war in Ukraine but also a broader confrontation with the West that is likely to remain costly for years. Russia is allocating nearly a third of its overall 2024 budget to national defense spending this year, a huge increase, adding to a deficit that the Kremlin has taken pains to keep in check. The proposed tax increase underscores Mr. Putin’s rising confidence about his political control over the Russian elite and his country’s economic resilience at home, showing that he is willing to risk alienating parts of society to fund the war. Washington CNN —The US government has asked leading artificial intelligence companies for advice on how to use the technology they are creating to defend airlines, utilities and other critical infrastructure, particularly from AI-powered attacks. The Department of Homeland Security said Friday that the panel it’s creating will include CEOs from some of the world’s largest companies and industries. The list includes Google chief executive Sundar Pichai, Microsoft chief executive Satya Nadella and OpenAI chief executive Sam Altman, but also the head of defense contractors such as Northrop Grumman and air carrier Delta Air Lines. It also includes federal, state and local government officials, as well as leading academics in AI such as Fei-Fei Li, co-director of Stanford University’s Human-centered Artificial Intelligence Institute. The US government already uses machine learning or artificial intelligence for more than 200 distinct purposes, such as monitoring volcano activity, tracking wildfires and identifying wildlife from satellite imagery.

Last year, Americans' confidence that they would have enough money to live comfortably in retirement fell the most since the global financial crisis. New research shows both workers' and retirees' confidence has not recovered. But some signs of optimism have emerged, particularly as wage growth now outpaces inflation growth, according to the Employees Benefit Research Institute and Greenwald Research. The latter worry comes as both retirees and workers expect to rely on three sources of income in their golden years: Social Security, workplace retirement savings plans and personal retirement savings or investments, the research found. While 88% of workers expect Social Security will be a source of retirement income, almost all of today's retirees, 91%, say they depend on those benefit checks.

CNN —The $95 billion military aid package President Joe Biden signed Wednesday was a feat of tough-minded negotiation to get funding to Ukraine and Israel after months of congressional horse-trading. But if the aid inflates those countries’ war aims, it could discourage the kind of tough-minded negotiation that is the only way to end their wars. The new infusion of aid gives the US a lot of leverage with Ukraine and Israel. However, the recent aid package includes long-range missiles, or ATACMS, which suggests Ukraine is readying an offensive against Crimea. In Israel, putting conditions on military aid is a better idea.

Basem Naim, an Istanbul-based member of Hamas’ political bureau, told CNN on Thursday that the group would agree to disarm if an independent Palestinian state was established. Hamas has traditionally rejected a two-state solution that would see a Palestinian state established alongside Israel and has instead advocated the creation of a Palestinian state in all of historic Palestine that today encompasses Israel, the occupied West Bank, occupied East Jerusalem and Gaza. Barghouti said Hamas indicated as far back as 2007, when it led a Palestinian national unity government, that it is willing to accept a Palestinian state along the 1967 borders. Last week, Turkish Foreign Minister Hakan Fidan said at a news conference in the Qatari capital Doha that Hamas is willing to function solely as a political party once a Palestinian state is created, citing meetings between the group and Turkish officials.
